Hiring a licensed contractor provides you with benefits and protections you will not receive if you hire an person or company that is not licensed with the CSLB.

#1 A Licensed Contractor Will Never Ask You for Illegal Payments

In the state of California, all home construction contractors are only allowed to request a down payment up to $1,000 or 10 percent of the total contract before they start working on a job for you.

You should never be asked to pay more than the legal amounts before a contractor starts a job for you. You should never have to pay for supplies until they are sitting on your property or work until it is completed.

#2 A Licensed Contractor Is Responsible for Paying Subcontractors

Why California's licensing system specifically protects homeowners

The California Contractors State License Board (CSLB) runs one of the most rigorous contractor licensing programs in the U.S. Licensed C-39 Roofing Contractors must show four years of journey-level know-how. They must pass two exams. a trade exam on roofing systems plus a general business and law exam. They must carry workers’ comp and a $25,000 surety bond.

Hiring a licensed roofer in California is more than paperwork. It means hiring someone whose business is contractually required to follow specific construction practices. There’s state-backed financial recourse if things go wrong. An unlicensed roofer can’t offer either. The CSLB and your insurance both rely on the license number.

Insurance and warranty implications of unlicensed work

Most homeowners insurance policies have specific exclusions for damage caused by unlicensed contractors. If an unlicensed roofer causes a leak that damages your interior — or worse, falls and gets injured on your property — your insurance is likely to deny coverage. Workers’ comp falls back on you, the homeowner.

Maker warranties on roofing materials (Owens Corning, GAF, CertainTeed) usually require install by a certified contractor program member.
